Job Title: Data Engineer II - OPM
This role formalizes business needs into actionable requirements, and is able to build the necessary data infrastructure to satisfy or support those requirements. They will leverage a wide array of technologies to build distributed, fault tolerant, compliant systems that deliver data to stakeholders. They are foundational to the success of any data project.
The Impact You Will Create:
This program is a mission-driven effort supporting our customers’ Healthcare and Insurance Program Office. The team is building and maintaining a modern, secure, data-driven platform to streamline how our customer collects, integrates, and manages health benefits data for millions of federal employees, retirees, and their families. This work includes developing intuitive front-end features, integrating with complex backend systems and APIs, and automating key processes to improve efficiency and accuracy. Team members will collaborate in an agile environment, shaping a platform that is scalable, accessible, and critical to the federal benefits system.
Your Responsibilities in This Role:
- Design, develop, and maintain data pipelines and transformations to support a secure and scalable data platform.
- Build and optimize ETL processes leveraging Databricks and Azure cloud services.
- Automate database maintenance tasks across on-premise and cloud environments to improve efficiency and reduce manual workloads.
- Integrate and manage relational and cloud-based databases, ensuring high-quality, accurate data.
- Migrate legacy systems and algorithms from on-premise solutions to cloud-based platforms while minimizing disruption to production.
- Develop maintainable, testable code in Python and SQL/PLSQL aligned with technical standards.
- Collaborate closely with cross-functional teams in an agile environment, actively participating in sprint planning, reviews, and retrospectives.
- Support performance tuning, troubleshooting, and debugging across the full data stack.
- Contribute to documentation, automated tests, and peer code reviews to ensure quality and reliability

- Must already possess or have the ability to obtain a Public Trust
- Bachelor’s Degree Required
- 5+ years of IT experience and Minimum 3 years of ETL
- Proficiency in Python for data processing, transformation, and automation.
- Hands-on experience with Databricks for building and managing data workflows
- Azure cloud expertise, particularly for data engineering and ETL pipelines.
- Strong background in Oracle SQL/PLSQL, including complex packages, procedures,
- and data migration scripts.
- Solid understanding of relational database concepts, query optimization, and
- cloud-based data storage solutions.
- Experience with data integration and ETL processes.
- Strong collaboration skills and experience working within agile teams.
- Familiarity with Git, including advanced operations like rebasing, squashing, and
- cherry-picking.
- Experience with AI/Machine Learning workflows, including model development or
- deployment is a plus.
- Knowledge of medical or healthcare data systems, including handling sensitive data
- such as medical records and understanding privacy regulations (e.g., HIPAA), is a plus.
Physical Requirements:
- Ability to sit for extended periods while working on a computer or during meetings.
- Must be able to travel occasionally to client sites or company meetings.
- Ability to communicate effectively via phone, email, and in-person, requiring clear speech, listening, and written communication skills.
- Ability to move within an office environment, including reaching for files, using office equipment, and occasional light lifting (up to 10 pounds).

The salary range for this position is:
Minimum Salary: $91,554
Salary Midpoint: $119,020
Maximum Salary: $146,486
Hiring Range: $91,554 - $132,000
